Councilmember David Carter knows that our area below the canal has a rich history, diverse population, and specific needs that differ from the rest of the county. His passion is to advocate for the 6th District, and his presence in Council and community meetings is critical to having our community’s voice heard.

  • Responsible Development in New Castle, DE

    RESPONSIBLE DEVELOPMENT

    People choose to live in the 6th District because of its exceptional quality of life, with suburban communities, thriving towns, successful schools, beautiful open spaces and important agricultural areas. The rapid growth of our region should be paired with a responsible approach that integrates community engagement and ensures that each project is thoughtfully planned to mitigate negative impacts.

  • Blackbird Creek Reserve, New Castle DE

    ENVIRONMENT

    New Castle County’s vanishing open space and farmland will have consequences for decades to come, from increased flooding and infrastructure pressures, to destruction of animal habitats. Councilmember Carter has worked for years to successfully preserved hundreds of acres of land in our area in collaboration with the State’s open space and Agricultural Preservation programs to give generations to come the benefits of conservation as well as recreation. He will continue these efforts by advocating for more County collaboration with these programs to leverage even more land protection.

  • Emergency Services, New Castle County

    EMERGENCY SERVICES

    As the growth continues in Southern NCC, it is imperative that we expand county public safety services. Councilmember Carter has and will continue to advocated for the needed County Paramedic and Police Service expansion, as well as efforts to better support our volunteer fire service.

  • Economic Opportunity in New Castle County

    ECONOMIC OPPORTUNITY

    Southern New Castle County needs a healthy and sustainable economy that offers opportunity to everyone. Extensive residential development has created government reliance on residential property taxes, and other revenue streams are needed to take the burden off of residents.
