Accomplishments
A note from Councilman David Carter
We have accomplished a lot for the Sixth District in the past 3 years. Construction of our new Appoquinimink Library is completed, and the library is open, we will soon break ground on a new Regional Park, and the new paramedic station is operational. We have worked together to get through a pandemic, and we collectively responded to a tornado that ripped through our communities.
We also continue to work to strengthen our nonprofit community in Southern New Castle County that is strained by the rapid growth. And we continue to work toward better management of land use and development, with adequate infrastructure.
Here are a few of the legislative accomplishments I am most proud of:
Increase transparency and access to County Council with live streaming of our meetings
Added new required elements to the County’s planning process to address hazard mitigation, social justice, and environmental justice
Put in place emergency legislation to allow residents displaced by natural hazards to temporarily live in travel trailers, especially in our rural areas, while their homes were repaired,
Strengthened our historic preservation code
Changed Heavy Industrial Zoning to make it a special use, not by-right, giving residents more say in the development of industrial sites
Worked to pass legislation to require all new residential units to be Electric Vehicle Capable,
Improve policing by increasing our number of officers, banning chokeholds, and ensuring our police intervene against any excessive use of force,
Having the 192 Acres of land at Wiggins Mill considered as a natural area, with the intent of finally opening it to the public for passive recreation after 50 years of County ownership.
