Meet Councilmember
David Carter

After his election in 2018, David Carter has been a catalyst for change in Southern New Castle County. He followed through on his commitment to improve transparency and accountability by implementing livestreaming of all County meetings, and to fight for our communities when it comes to development and land preservation. And, when disaster struck, he took action, helping families and businesses make it through the pandemic and organizing efforts to rebuild after the tornado ripped through Southern New Castle County.

Councilmember Carter believes in responsible development and knows we do not have to sacrifice quality of life to have a thriving economy. Having lived in the heart of MOT for more than 20 years, he has seen the population of our area boom. However, the county has been slow to respond to that growth. In his first term, he worked to address the stress of this growth on our infrastructure, bring a new County Library and regional county park to our area, preserve parkland with trails, and build a new paramedic station. He continues these efforts with improvements at the Wiggins Mill Park Property, fighting to make the County’s Land Use Plan align with the vision of the community, and expanding needed services in our growing community.

David Carter was born and raised right here in New Castle County. As a first-generation college student, he attended University of Delaware, continuing his education to earn a Doctoral Degree in Public Policy and Administration. He now teaches in UD’s public policy program, and spent much of his career in the state’s environmental management agency as well as serving on nonprofit boards including Our Daily Bread, Relay for Life, and the Delaware Audubon Society. He lives on a farm with his wife Marjorie and their dog Riptide, where they often host community events.
